Dr. Elvis Sevilla earned his PhD in criminal justice with an emphasis in behavioral science from Nova Southeastern University. He completed his Master of Arts in Criminology from the University of Houston - Clear Lake and his Bachelor of Science in Criminal Justice from Sam Houston State University. Dr. Sevilla serves as Program Delivery Manager in the Public Assistance Cadre for the Federal Emergency Agency under the Department of Homeland Security. Dr. Sevilla provides public assistance to stakeholders to coordinate the program delivery model and provide emergency grant assistance. Previously, Dr. Sevilla was team lead at Midwest Evaluation and Research (MER), where he oversaw all projects involving adult reentry in the field of Second Chance Act (SCA) grants and other criminal justice reentry evaluation projects. Dr. Sevilla also worked as a former Correctional Officer at the Texas Department of Criminal Justice, immigration bilingual case manager, and independent consultant in various areas of immigration contracts with the Department of Homeland Security and the Office of Refugee and Resettlement.
